Duplicate record created on bulk user import

In User management > Additional functions > Import user(s), when I import a new CSV file with 'Existing user = Complement', some duplicate records are created.
The issue seems to be with only the records that have an apostrophe in the name (e.g. O'Connor, D'Arcy etc.)
It's easy enough to find and delete the duplicates but probably needs to be resolved. Thanks.
